ROLE OF THE BARANGAY
The barangay shall continue to serve as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled. As the basic political unit, the barangay functions as the primary planning and implementing unit of government programs, projects and activities in the community (384).
REQUISITES FOR CREATION
A barangay may be created by an Act of Congress, or by an ordinance of the sangguniang panlalawigan or sangguniang panglungsod. It may be created out of a contiguous territory with a population of at least 2,000 (in lieu of 1,000) inhabitants, as certified by the National Statistics Office, excerpt in cities and MMA municipalities and other metropolitan political subdivisions or in HUCs where such territory shall have a certified population of at least 5,000 inhabitants(386-a). The territory need not be contiguous if it comprises two or more islands(386-b). However, such creation shall not reduce the poppulation of the original barangay or barangays to less than the minimum requirement prescribed above. Notwithstanding these requirements, barangays may be created in indigenous cultural communities by an act of Congress to enhance the delivery of basic services therein (386-a).
The law or ordinance providing for the creation of a barangay shall be effective only upon its approval in a plebiscite to be conducted in the unit or units directly affected (385).
The provisions on the selection of the seat of government and the beginning of coroprate existence of a newly created LGU shall apply in the case of a newly created barangay.
The Code authorizes the governors and city mayors to prepare a plan for the consolidation of their barangays based on the above criteria. Said consolidation plan shall be submitted to the sanggunaing panlalawigan and sangguniang panglungsod for appropriate action prior to its submission in a plebiscite called for the purpose. The sangguniang bayan within the MMA and other metropolitan political subdivisions shall prepare and approve such consolidation plan (386-c).
BARANGAY OFFICIALS AND OFFICES
Punong Barangay The punong barangay, as the chief executive of the barangay government, shall exercise such powers and perform such duties and responsibilities as provided in the Code and other laws (389-a), For purposes of the Revised Penal Code. he shall be deemed a person in authority in his jurisdiction, and any barangay member who comes to the aid of persons in authority shall be deemed agents of persons in authority (388). He shall have the same qualifications as all other elective local officials, except on age requirement (39-a). A candidate for punong barangay must be at least 18 years of age on election day (39-a). He shall be eleced at large and his term of office shall be for three years, which shall begin after the regular election of barangay officials on the second Monday of May 1994 (43-c). A permanent vacancy in the office of the punong barangay shall be filled by the highest ranking sangguniang barangay member or, in the case of the latters permanent inability, the second highest ranking member of said sanggunian. | HON. Sangguniang Barangay
The punong barangay shall remain as its presiding officer (389-b). The Code, however,increases the number of its regular members from six to seven who shall be elected at large. They shall have the same qualifications and term of office as the punong barangay and shall elected in the same manner as the latter (39-a & e & 41-a). They shall also be deemed as persons in authority (388). The sangguniang kabataan chairman shall sit as an ex officio member.
Permanent vacancies in the sangguniang barangay where automatic successions provided in Section 44 of the Code do not apply shall filled by appointment by the city or municipal mayor upon recommendation of the sangguniang barangay concerned.

Appointive Barangay Officials
The barangay secretary and the barangay treasurer shall continue to be mandatory appointive officials. They shall be appointed by the punong barangay with the concurrence of the majority of all sangguniang barangay members (387-a, 394-a & 395-a).
However, the sangguniang barangay may form community brigades and create such other positions or offices as may be deemed necessary to carry out the purposes of the barangay government in accordance with the needs of public service, subject to the budgetary limitations on personal services prescribed under the code (387-b). Such officials may be deemed as agents of persons in authority if they are charged with the maintenance of peace and order, protection of life and property, or maintenance of a balnced environment (388).

Sangguniang Kabataan
Officers of the Sangguniang Kabataan
The Code increases the members of the sangguniang kabataan (in lieu of Kabataang barangay council) from six to seven (423-a). An elective official of the sangguniang kabataan must be a Filipino citizen; a qualified voter of the katipunan ng kabataan; a resident of the barangay for at least one year prior to election; at least 15 years of age but not more than 21 years of age on election day; able to read and write Filipino, English, or the local dialect; and must not be convicted of any crime involving moral turpitude (39 & 428).
The sangguniang kabataan chairman and members shall be elected by the registered voters of the katipunan ng kabataan (430) and shall serve for a term of three years, which shall begin after the regular election of barangay officials on the second Monday of May 1994 (43-c & 429). The chairman enjoys the same privileges as the other sanggunang barangay officials under the Code (4345).
The first election for the sangguniang kabataan to be conducted under the Code shall be held 30 days after the next local elections (May 11, 1991) which is June 11, 1992. However, its regular election shall be held 120 days after the barangay elections.
The other functions of the sangguniang kabataan are the secretary and treasurer who are both appointed, with the concurrence of the sangguniang kabataan, by the sangguniang kabataan chairman from among its members (423,431-d, 432 & 433).
